If you haven't, then replace it with industry, if it is in a location where it won't poison residential areas with pollution and noise. That point seems to be about 50% of it's demand meter, so if your commercial demand is below that, just let it die or delete it and replace it with offices if you've unlocked them. The bottom line of which is commercial can cause a lot of problems, but of course are necessary up to a point. This issue was recently discussed in another thread: When your city gets to the high density stage, you will probably want to limit your commercial demand so it never drops below 50% because otherwise, they'll whine about "Not Enough Goods". My solutions without mods (I never use any until I can buy 9 total areas, which is the max I can buy so then use the 81 tiles mod):
